María Mercedes Carruthers Ferrero
María Mercedes Carruthers Ferrero is a 2021 John A. Knauss Marine Policy Fellow. As part of this Fellowship, Carruthers Ferrero is placed in the Federal Emergency Management Agency (FEMA)’s Planning and Safety Branch within the Risk Management, Federal Insurance and Mitigation Administration (FIMA) and serves as a Coastal Hazards Mitigation Planning Specialist.
She received her Bachelor of Science in Interdisciplinary Studies from the University of Puerto Rico, Río Piedras Campus, and her Juris Doctor from the University of Georgia.
As a law student, Carruthers Ferrero worked with the Centers for Disease Control (CDC), Public Health Law Program (PHLP), worked as Research Clerk at the Carl Vinson Institute of Government , and served as a Georgia Sea Grant Law Fellow.
